Is Poker Legal in Russia? Gambling Zones, Sochi and the Law (2026)
Poker in Russia is legal — but only in certain forms and places. Russian law treats poker for money as gambling, and gambling is allowed only in special gambling zones, the best known of which is Krasnaya Polyana near Sochi. Here is a plain-language overview of what the law allows, where people play live poker, what applies online and which risks to avoid.
Updated: 20 October 2026- In Russia poker for money is gambling, regulated by the federal law on state regulation of gambling (244-FZ).
- Casinos, including poker rooms, may operate only in gambling zones; the main live poker destination is Sochi (Krasnaya Polyana).
- Online gambling is prohibited in Russia, apart from betting with licensed bookmakers; foreign gambling sites are blocked.
- Playing for free — play money, apps without cash, training — is legal. Underground clubs are illegal and risky.
Poker in Russia: what the law says
The key document is Federal Law No. 244-FZ “On State Regulation of Activities for Organising and Conducting Gambling”. It defines gambling broadly: an agreement on winnings between participants, or with an organiser, based on risk and played under rules set by the organiser. Poker for money fits this definition, regardless of the skill involved.
Since the late 2000s the law has allowed casinos — and therefore live poker for money — only in specially designated gambling zones. Outside them, organising gambling is prohibited, and illegal organisation of gambling carries administrative and criminal liability (in the Criminal Code — Article 171.2).
Gambling zones: where casinos operate legally
The law and later amendments established several gambling zones. Not all of them are equally developed: some have working casinos, others exist mostly on paper.
| Zone | Region | What to know |
|---|---|---|
| Krasnaya Polyana | Krasnodar Krai (Sochi) | The most active zone for live poker; regular tournament series |
| Primorye | Primorsky Krai (near Vladivostok) | Operating casino resorts oriented to Asian tourists too |
| Siberian Coin | Altai Krai | One of the first zones; casino resorts operate |
| Yantarnaya | Kaliningrad Oblast | Long in development; check the current status |
| Crimea | Republic of Crimea | Designated later; development is limited |
Before travelling, check whether a particular casino has a poker room, which games run and whether there is a tournament schedule — this changes from season to season.
Poker in Sochi: Krasnaya Polyana
If you ask where live poker is played in Russia, the answer is almost always Sochi. The Krasnaya Polyana gambling zone has several casinos with poker rooms, and the area combines a resort, hotels and mountain tourism, so poker trips there are easy to organise.
Poker in Sochi in 2026: how to find the schedule
- 1Open the official website or social channels of the casino in Krasnaya Polyana you are interested in — schedules are published there first.
- 2Check the dates, buy-ins and the structure: starting stack, level length, re-entry rules.
- 3Find out whether registration in advance is required and which payment methods the casino accepts at the cash desk.
- 4Plan accommodation early: during big series hotels near the casinos fill up quickly.
Online poker in Russia: restrictions and blocking
Russian law prohibits organising gambling via the internet. The only legal exception is betting with licensed bookmakers; online poker for money is not part of it. Foreign gambling sites, including poker rooms, are blocked by the regulator, and the authorities also act against payments to illegal operators.
Can you play poker for free?
Yes. If there is no money at stake and no prize bought with players’ money, it is not gambling. Free poker is the easiest legal way to play and learn:
- apps and sites with play money (virtual chips that cannot be cashed out);
- free tournaments with friends in private clubs;
- training apps and solvers for studying strategy;
- board games at home with chips that have no cash value.

Home games with friends
Many people play poker at home with friends. The law targets primarily the organisation of gambling as an activity — when someone runs games for profit: takes a cut of the pots, charges entry, provides a venue for strangers. The general principle often cited is that a private game among acquaintances where nobody makes money from the organisation is a different situation from an illegal club.
- What usually distinguishes a private game from an illegal club
- only people who know each other play;
- nobody takes a rake, entry fee or other profit from the game;
- the game is not advertised and strangers are not invited;
- it is not held regularly on commercial premises.

Sports poker and tournaments without cash prizes
In the late 2000s poker was briefly recognised as a sport in Russia and later removed from the register. Today some clubs hold tournaments without a cash prize pool — for rating points, cups or titles. Such formats are usually considered separately from gambling, but if players pay and prizes depend on their contributions, the event may be treated as gambling. The history and formats are covered in our article on sports poker.
The risks of underground poker clubs
Outside the gambling zones, poker for money in clubs is illegal. Besides the legal side, underground games carry practical risks for players:
Club poker apps: what they are
ClubGG, PPPoker and similar apps are platforms where private clubs create their own tables and tournaments. The apps themselves are free to download and can be used to play with friends for points. Their rules on real money depend on the jurisdiction, and some services are not available in every country.
Players are responsible for following the laws of the country where they are. Before joining a club, read the app’s terms, find out what is allowed where you live and do not play in formats that are prohibited there. The general differences between apps and poker sites are explained in poker apps vs poker sites.
Below are ClubGG clubs from our catalog ranked by player reviews — for information; whether you may play in them depends on the law where you are.
